The New Jersey Property-Liability Insurance Guaranty Association ("the Association") is committed to excellence in providing outstanding claims service to claimants and policyholders in accordance with the Association's statutory responsibilities on behalf of member companies.

Established in 1974, the Association steps in when a property-casualty insurer becomes insolvent — administering claims so that policyholders and claimants are not left without recourse through no fault of their own.

The challenge

Institutional credibility, without becoming cold or bureaucratic.

As a statutory guaranty association, NJPLIGA occupies a unique position: it isn't a typical business, but a public-facing resource that policyholders and claimants may need to interact with during a difficult, often confusing process — most commonly, when their insurance company has become insolvent. The brand and website had to convey institutional credibility and trustworthiness while remaining approachable and easy to navigate for people unfamiliar with insurance guaranty processes.

The website needed to clearly communicate public notices, claims information, and FAQs — helping visitors quickly find answers to questions like what a guaranty fund is, how insolvency claims are handled, and what steps to take next — all while reflecting the professionalism expected of a statutory body serving the public interest.

A brand identity system built on trust.

Oak Theory developed a full brand identity system for NJPLIGA, including logotype variations, a navy-and-accent color palette, and a stationery system — business cards, letterhead, and branded materials — that conveys institutional trust without feeling cold or bureaucratic.

The visual identity draws on traditional, credible design cues appropriate for a statutory public resource, while the website itself was built around clarity and ease of navigation.

Logotype variations for every application.

The logotype was developed with multiple variations to support different use cases and placements — seal, wordmark, one-color, and reversed treatments — while maintaining consistency with the original mark across every application.

A style guide documented usage, spacing, palette, and typography so the Association's team could apply the identity consistently in print and digital.

A website designed around public information.

The homepage was designed to surface the most time-sensitive content first — public notices and announcements — alongside a prominent search bar to help visitors quickly find specific information, such as insolvency claims, recovery certification details, or plan providers.

This structure reflects the reality that most visitors arrive with a specific question or need, not to browse casually.

FAQ-driven navigation for complex topics.

A dedicated FAQ section addresses common questions about guaranty funds, insolvency claims, and how the Association's statutory responsibilities work — making complex insurance and regulatory concepts more accessible to policyholders and claimants who may be encountering this process for the first time.

Clear breadcrumbs, a persistent "File a Claim" action, and grouped resource lists give every audience a direct next step.
